Abstract
In this paper, we present a generic scheduling policy for the orthogonal frequency division multiplexing (OFDM) downlink taking into account minimum, maximum and exact rate requirements. Rate constraints may be caused by various limitations in real world systems such as buffer limitations at the mobile, real-time necessities and other service specific demands. Further, we introduce a physical interpretation of the involved Lagrangian multipliers as virtual load and derive an efficient algorithm based on rate water-filling exploiting the specific structure of the OFDM channel.
